High evaporation rates will increase salinity, particularly if the body of water is somewhat isolated from the bulk of the ocean and blends little. Low salinity may be caused by flow of rivers (eg Black Sea)

for the same reason some mc donalds fries are more salty than others it depends on the flow and speed it comes out of the pot. as with the sea the faster it flows more salt is produced hence more white crap washes up on the beach or if you live in southend its brown.
