is there any way to restrict a lan card?

i want to restrict lan card for other user whom don't have admin rigth

Restrict in what way? If it doesn't function at all in their profile, that probably isn't a good idea, they won't be able to download antivirus updates or anything. Are you talking about administrator & another user on the same machine?

If the other user doesn' have admin rights, they can't change any of the LAN card settings. You don't need to do anything more.
