He could be sleeping. But if his eyes are puffy, and nose is running or blowing bubbles, it could be a respiratory infection:

Respiratory infection: Symptoms include difficulty breathing, breathing with the mouth open, discharge or mucus in the nose (bubbles appear in nostrils), frequent sneezing, lethargy, and lack of appetite. Preliminary treatment of these symptoms should be to increase the temperature of the enclosure to at least 85 degrees and eliminate any cold drafts from the room. Check your pet often to see if the symptoms improve over the next couple of days. If they do, continue treatment until the turtle is 100%. If the symptoms do not go away, or get worse, see a vet immediately. Respiratory infections can accelerate to pneumonia quickly, and will usually be fatal

Sounds stressed to me.

I'd check several things:
- Right temps? Besides the usually high temps most torts need, some need an extra boost this time of year to help combat the temptation to hibernate.
- Right temps 2? One mistake many people make is TOO high of temps- then the tort tries to hide in the coolest area. It might also be trying to avoid a too bright lighting system.
- Diet? Is it eating OK? What does it eat? If the tort is malnourished, it will be really lethargic.

I'd check out the basic cares against a good website- look for areas of concern and address them to see if it helps.

I would think it's hibernating as well, which was an answer to the first time you asked about your tortoise, but I do not think this species hibernates. What are the temps in it's enclosure? With fall here and winter closing in, temps outside and in are starting to fall. I would check your temps inside the enclosure and if everything is normal and with in the ranges for the species, then I would get the animal to a vet!

Tortoises are not the worlds fastest movers, as they are reptiles they are cold blooded which means they do not use energy from their food to create heat. This means that they have to warm up by sitting in the sun for several hours, you didn't specify where your tortoise actually sits, if it is not in the sun then is it in some other warm place? If the problem continues then visit your vet to check that nothing is wrong.

If his eyes are red and puffy your tortoise is sick and needs to see a veterinarian as soon as possible. Any discharge from the eyes, nose or mouth also means he is sick.

Make sure the temps are warm enough for the species you are keeping.

Might be sick with an infection, like Phemonia , Stomititis, etc. Just make sure the cage is warm , also have him drink water, make sure #1 of all that he still eats!!!!!!!!!!
