The perimeter of the hexagon. The shortest path between two points is a straight line.

I think it is around the outside edges.

I assigned the edge a value and tried several paths (assuming you may only travel between vertices.) I didn't try all paths, but the more I tried to pass through the middle of the hexagon, the longer the path got.
