George Washington was the first "President of the United States". There were several "Presidents" before him, but none held that title. Under the Article of Confederation, there were 10 people who held the title of "President of the United States in Congress Assembled". This is where people get confused.

The "President of the United States" is the head of the Executive branch of government. The "President of the United States in Congress Assembled" was the equivalent of the Speaker of the House.
