The key difference is that Charter is your service provider, and Yahoo is just an online service.
Anyone can use the basic Yahoo services for free...Some of the services are upgradable for a fee.
You will, however, need to maintain a service provider, and they will certainly bill you on a monthly basis, as that is how they make their money.

Yahoo is not charging you to ask questions. Yahoo will ask for money for Yahoo personals. So you were not specific enough. Charter is a word. A lot of companies have Charter in the name. There is no fee to ask a question but you have to be more specific. It helps to use spell check too.
