Not exactly sure what you are asking here, but sounds like it might be why do people pay a fine for a non-criminal offense instead of going to Court and fighting it.

Unless there is a high-dollar fine involved, it is less expensive to pay the fine and Court costs than to hire an attorney to fight them and if you represent yourself, 99% of the time you are going to spend a lot of time (having to take time off of work) to appear at every Pleading, Hearing, and Continuances and waiting up to 3 hours for your turn in Court, only to lose in the end as it the authority figures word against yours.
