Does the Congress have the authority to change the jurisdiction of the Supreme Court?

TITLE 28 PART IV CHAPTER 81 of the constitution defines the jurisdiction of the Supreme Court. About the only influence congress has on the court is to approve or not nominees, and the Democrat Senators have in the past been very active in using the filibuster to stop the hearings without allowing the process to go through and to a vote of the senate.
