Simple, the ruling law of the land is the constitution, if congress passes something contradictory then it will be thrown out.

If an act of congress is deemed unconstitutional by the supreme court, it is then null and void.
Until it is deemed unconstitutional, it stands.
Congress CAN change the constitution, but it takes a constitutional convention, and that isn't very likely.

get screwed over for disobeying the act of congress, sue, keep appealing til you get to the supreme court, get the supreme court to overturn the act of congress. should take about 5 years, maybe more. good luck!
