Have you heard about Bookcrossing? It's a website where you register your books, then "release them into the wild" (translation: leave them in public places) for other people to find. They are encouraged to log onto the website and make a journal entry, then release the book again when they're finished with it. It's a lot of fun - I have books that started in Wisconsin and are in Hawaii, Texas, Canada, and Florida.

Try the public libraries first, if they don't want them, you can see if maybe a local hospital would want them for the patients and if not that, sell them to a used book store.

Call the public library system. If they are not interested, check with the school system. Probably they can direct you to a school in your neighborhood that can benefit. For me it is so sad to throw books away.

your local library is always a good choice
depending on the genre you can check into homes for foster children, personal care homes for the elderly, homes for victims of domestic abuse - even local hospitals may take them as their patients may enjoy reading them
I'm sure any of these people would appreciate the kind gesture of you giving these books away and of having something they can do with their time...

Many charities accept books and resell them in their thrift stores. Many rehabilitation organizations will take them, too. If you need money, you might sell them to used book-stores, if they are something that might have been in demand at one time. (And still is)
