If procrastination is a matter of being black - then there are a whole lot of whites, Hispanics, orientals and Asians that are black.
You're a bit on the racist side on this question because black people do not have a monopoly on procrastination. I'm white by the way and know quite a few whites who are guilty of it.
I myself am a bit of a procrastinator. So sue me.

There are three variants of procrastination, depending on what you do instead of working on something: you could work on (a) nothing, (b) something less important, or (c) something more important. That last type, I'd argue, is good procrastination.

1. What are the most important problems in your field of vision?
2. Are you working on one of them?
3. Why not?

Ooh girl! Lolz. Your gonna get alot of controversial answers with this one. But I basically it has alot to do with your household upbringing. If youre raised in an enviorment where punctuality is not stressed or taught youre not going to follow it and become and admirer of procrastinantion, and that is very common in ethnic communities. For example, my mother is hispanic and my father is black. My mother is always on time, my dad however is another story.. For some reason, punctuality is one of the things that are left out. Its very weird but true.

I don't think it's fair to generalise & say all blacks do this or that. There are enough whites saying same. I happen to be caucasian & have the unfortunate habit of procrastinating. May we all work on breaking our bad habits & improve ourselves.
