I think Pakistan does it more, and it is a fundamental characteristic of their religious fundamentalists to generate 'martyrs for jihad' against 'infidels'.

I believe India has a larger overall population, but I think it Pakistan that harbors more terrorist. Funny thing about that though. Bush is ok with both Pakistan and India having the nuclear bomb, but yet not Iran?

it depends on the terrorists/ extremist inclination. pakistan has more islamic terrorist/ extremist groups because islam is widely practiced in pakistan. There are other forms of extremism and terrorism practised in india
