If you're certain the board is bonded with silicon, then I think a soldering iron will suit the job.

If you're replacing the piece for the board, I would wait for the silicon to cool, removing any remnants from the board and piecework, and use new silicon rated for electronics work. Try your nearest RatShack dealer for this.
