I think that really entails how formal your homecoming dances usually are. But what is most easily said is that race never dictates whether or not some one looks good! You could be purple and look horrible or great, you just have to know what to wear!
If your school event is usually more formal (girls actually wear their more pretty, flirty dresses or even gowns), go for slacks, preferably black or a dark grey and of course properly fitted. Every formal event I attend, I always see at least one guy whose slacks are too loose, causing a sorry kind of sagging, or too tight, which just isn't pretty to put it easily. Try to find a pair that lets the top fall in a comfortable place near the middle between your hips and waist. As for the shirt, get a nice white button down that you would wear on Sundays or to a corporate type of job, maybe tucked in (this is really your choice), but because of your age, don't button the wrists or top one or two buttons. Becareful though with the top buttons. Too many done makes you look stuffy and nerdy, too few makes it look like a Weako Suave! Just observe in a mirror and be your own judge. As for the jacket, a plain type tux jacket or similiar jacket in the same color (I can't stress that enough!) as your slacks.
If it's less formal (more like a dance where the girls just put on better than school but less than Sunday), then just ditch the jacket or switch it to a cool blazer or, if you have one, a letterman jacket that came from the school you are attending the dance with. And if it makes you more comfortable, wear a pair of jeans with a fit that is loose, not baggy, and a fit in the waist like that I mentioned for the slacks. And definitely don't tuck in the shirt. That hints at formality and who wants to be formal at a plain type dance?

PS- If you have a date, think of springing for a small corsage for her if it's a formal HomeComing. It will put you in her good graces all night, almost regardless of what you do there after. But find out of course what her favorite flower is and if she has any allergies that might relate first so it isn't a disaster. And don't tell her why you ask, she'll like the mystery of trying to figure it out!

It depends on how fancy your school is. I love men in black or navy dress pants. A nice polo shirt or a long sleeve dress shirt maybe a dark purple or a navy would be nice. Have fun.
