Because they have every intention of violating any agreement they may make.

If they violate an agreement that they make only with the US, well, the world isn't going to mind very much, because the US currently isn't the world's favorite country.

If they violate the agreement they make with six countries, however it is considered a rather serious breach and will very likely result in significant consequences.

Bi-lateral talks with the U.S. are a means of self-aggrandizement for a fifth-rate country like No Korea, putting itself on an equal footing with the U.S. Also, a set-up for propoganda machinations. Overall, a very bad idea from the perspective of the U.S.
