Since he had an affair with Marilyn Monroe and was shot (probably by hs own secret service) in 1963, he must have been elected looooong before 1990.
Now, I would say it is understandable if you did not know exactly the year of his election. But asking whether it was before 1990 - now that proofs again the failure of the american educational system.
And guess what : they even had electricity already then. Yes, in 1963 electricity was already invented, also they had already cars to drive around in... And telephones, and waterpipes...hahaha...
