No, it does not. Foley has used the fact that he was molested as a teen by a clergyman as an excuse for his actions, but one would think that being the victim of abuse would keep him from inflicting the same kind of suffering on others.

If you are alluding to the guy who killed the little girls because he was molested as a kid? No. This has always been a tough question for me, because we as a society are not allowed to tell parents how to raise their kids, and often times, the DSS is too overloaded to catch every misdeed. But that is the world we live in, so I made up my mind that until the age of majority, you shouldn't be tried for crimes as an adult. After you reach the age of majority, you have CHOICES you didn't have when you were a child. If you make the wrong choices, you are no longer justified in your crimes. Children of abuse will have a much harder time deciding what is right and wrong, but we as a society must empower them to make the right decisions, and punish them when they don't. We could also benefit from a prison system meant to reform, instead of purely punitive. I hope that was what you were asking.

No one is helpless to anything.They just need some freaking control and personal responsibility.
