I agree with the others that your question is unclear. Nevertheless, I will try to respond to my understanding of what I think you are asking.
The rule of law is a system of recorded directives to guide societal activities. In other words, mankind creates laws so that he can live in harmony with other men. All laws are man made as far as society is concerned. We also have laws from God that man interprets or adapts for his own benefit, but those rules that govern our societal behavior are written by men and agreed upon by the citizens in order to create harmonious living.
Imagine what would happen in society if every man created his own laws, we would have chaos. Each household would have its own set of laws and every visitor would have to learn his neighbors laws in order to keep peace. You would have to have your own way of enforcing your household laws or have your neighbors laws enforced upon you.
Thus, people create laws but they create a rule of law to govern their society.

"Rule of Law" is just a term but it has technical meaning attached to it. They used "Rule of Law" because they couldn't find any roman or Greek word for it.
