There is a difference between criminal child labor laws and children working to earn money. A newspaper route is child labor, children can be models or movie actors and deliver things on bicycles. It is the hours they work and if they are forced to work that is illegal. So long as they are paid fairly, not worked more than a specific number of hours and time is allowed for schooling and so on, it is legal and good for them.

Well, there is really a sensible point in your question, and a couple of months my friend had asked similar manner question in an open debate in our university auditorium to a well-known Marathi film director. He admits the question and informed us that according to Human Rights Defending Org. or by law, the word "Labour" is associated with hard work or manual work or menial kind (for example : Children working in "Dhabas", hospitals, factories, railway station, vendoring....etc.) and the ethic is against such practice.....whereas film or theatre activities fall under the category of "Arts or Cultural Program"....so in a way these industries promote the qualities among the children at proper age......etc...etc....
Well....in a way he was right because there are number child artists in cine industries who later have become top-notch actors or actresses......Aamir Khan from Bollywood and Leonardo DeCaprio from Hollywood are the best examples.

I think that there is a fine line btwn the child labor laws and child abuse. I think the difference is that these children want to act and most of the studios have child advacates on the set with them.So i do not think anyone is breaking the law on that one.

Children that act in films are on a certain schedule they can only work if a parent is with them and they only work a couple of hours at a time.plus they get a tutor for school work.

First, child labor isn't a "crime", there are simply limitations on where, when, and whether a child can work. Second, child acting is very meticulously legislated and regulated (at least in the U.S.) thanks to Jackie Coogan, among other cases.
