I work in the IT department of a leading UK based picture frame manufacturer.
I don't know of a web based program, but there is software called PhotoSys and also Falcon that lets you put your images into selected frames to see what they look like before ordering.
Not sure if thats of help or not.

What I think you are asking for is a software program that will add frames to your photos electronically so they print out when you print the photo? If this is right, try the sites below for such software. I found them by searching on "photo framing software" and there are many other sites that come up with that search, so you should try it yourself to find the one best suited to your needs.
