compact disk cleaner(disk), it is a disk with small brushes
on it that cleans the laser. Most good cd/dvd stores will carry it

If your disk has fingerprints or whatever, you can just use Windex and lint-free lens tissue. If your disk has deep scratches that render it unplayable, try some automotive polishing compound.

never heard of toothpaste until now yet sounds good, basically one replace... do no longer sparkling in a around action. this could bring about introducing new scratches that could impression archives on the disk in view that they stick to the rotational action of the disc... sparkling from center to ingredient...

Only if it's a rewritable. Then you can just say remove, but if it's recordable, then you can't.
