Every tarot card can have several meanings, but none of those interpretations will be 100% good or 100% bad.
You'd usually lay a pattern of cards - there are different patterns for different things - and one card could represent your past, one could represents the now, one for the future, one for things that influence your decisions, one for things to look out for, etc. Whoever does the reading will then use those several cards, and the different meanings for each card, to piece together what's going on. This also involves 'talent' and often the reading is done in combination with a conversation or a bunch of questions.
For a more detailed explanation, you can find a ton of information on the web and hundreds upon hundreds of books on the subject.
Personally, I think it's all bs... but I also know people who believe in this kind of stuff.
