Cotton. This is because your body is above room temperature. When you touch a metal, with its very high thermal conductivity, heat immediately starts leaving your body at the point of contact to increase the temperature of the metal, so you feel cold. Cotton is a thermal insulator, so heat doesn't move nearly as rapidly into it, and there is no sensation of cold.
