If the law if fair and ethical most people will follow it. But there are always some people that will not follow some laws, drug laws for example, since addition has a greater affect on behavior than people's desire to fit into society.

If the law is rational to the average person, then the people will think about behaving in order to remain "average" and not be set apart.....It seems that when the laws non-conforming requirements, failure ensues and even the lawmakers cannot enforce them...so to answer the question, the law is successful in shaping people's behaviour

Law is successful, it shapes the very nature of society. People's behaviour, anyone who goes against or breaks the Law will be held liable. Unless of course there is Law reforms!!
We are all bound by the Law that is set in place in our society.

law is not shaping the behaviours of people in present times. The civil law, the source and mother law of the other laws, is not being amended up to its present needs. The civil law (especially procedural law) required to legislate less expensive, less time consuming, easy to understand for common person and to enforce it

Law may not shape people's behaviour, but it can affect such things as what you eat, where you live and who you hang out with. Tax laws can affect the price of goods which may make them more or less desirable to you. Property taxes have both courted people to join a community and forced them to move. City ordinances can keep out, say, people who can only afford to live in a trailer. People hate to pay taxes and will do whatever it takes to wiggle out of them. You or your parents may have changed their lifestyles reduce their taxes.

Mixed results; the law shapes the behaviour of the law-abiding. Only proper deterrents will influence criminals.

the current laws that govern are confusing, contradictory and misleading, with many people believing that each crime and punishment of being nonsensical. I believe that until the laws are standardised so that each crime carries a specific punishment, the law will never shape peoples behaviour.

Obviously its not very successful and neither is law enforcement as people still committ crimes Even though there are laws in place to try and prevent people. many people perhaps think that they may not get caught and some people may think they will get caught but their need to committ the crime seems more important to them than the actual punishment.

To an extent, its a great partnership between politics, media, and the police.

The media creates the desire in society, the polititians create the law and the crimes give the police jobs!
