Police communications. Two way radios were put into police cars many years ago. The quality was not all that great. A number code was made up for police to use so the dispatcher could understand what was being said. Ten four means OK or all right. ten 20 means I am going on a bathroom break and will be away from the radio. Copy means I heard it and I understand it.

In the infancy days of radio, it was easier to use a "standardized code for communication versus words, thus making understanding easier. 10-4 meant that the transmitting speaker had finished speaking and was asking for an acknowledgment that the message was received. Thus the 10-4 by the speaker and the 10-4 by the receiver.
