As others have pointed out it can help with the glare but many end up doing it out of habit or looks. This is why you will sometimes see football players wearing black paint even in a dome.

the paint under their eyes is to reduce the glare from the sun in their face and to reduce the glare from helmets and visors. Dont know how that works it just seems to.
