Yes, it will regrow as long as you haven't cut the entire tail down from its base. The pace of regrowth though will depend on how much did you cut. If you had clipped just a small part then it will regrow faster, but if you cut very short then it will take a longer time.

The bird will have to moult what is left of it's tail first and in the mean time will not be able to fly very well if at all. I falconry there is a process called "Imping" this is where we use an old feather to repair a broken one still in the birds body by gluing a sliver of bamboo or dowel into the feather shaft of the moulted feather and then into the shaft of the existing feather.
But this depends on what type of bird it is, the smaller the bird the more difficult it will be. We ended up having to use hypodermic needles to fix a black sparrow hawks tail because we couldn't get the dowel thin enough before it broke.

Yes it will regrow when the bird molts, but the real question is why in the world would you cut a bird's tail in the first place? Tails aren't just for decoration; they help a bird steer when flying. If you are cutting off a bird's tail for fun then I suggest that you surrender your bird to the nearest parrot rescue organization.

That would depend on how much of the feathers were cut. If the base of the feathers weren't cut ie the follicles that supply blood to the feather then they should regrow. I knew a pet Galah that had its wings clipped by going through the rotors of a helicopter!! the bird survived but couldn't fly after wards, it was sad to see such a once gregarious bird be relegated to walking. I hope your birds grow back.

As long as you have not damaged the actual feather follicles then it should grow back but if its cut very short then it may take some time ... I fostered a rescued parrot whose wings had been clipped far too short - they took two years to grow back properly but they did ! And in future leave clipping birds feathers to proffesionals ... much safer ! 8-)

the feathers are replaced at every molt, just like hair. the actual flesh of the bird is different.
