deleting files merely removes them from the index/catalogue which the cpu uses to find the data on your hard-disc however if for instance you have a file called 'Deleted' and you delete it from the recycle bin what happens is that the D is removed preventing the cpu from finding it again so it becomes a file named ' eleted' - note the leading space if the data is still intact and you run a file recovery prog you simply need to supply the 'D' and it becomes readable again.
If you want to wipe it completely then do a defrag afterwards - there is an option in the defrag prog to wipe blank spaces on your drive which completely deletes all the data by storing a string of zeros in that space. thus when you sell your second-hand computer to upgrade you can be sure that your bank account details credit card pins (which you shouldn't really keep on your machine anyway) can never be read by anyone else.
Hope you find this helpful.

let assume that you have FAT 32 file system for storing data on your disk.
when ever you store any file then the information about data on disk(i.e where data is stored on disk) is contained in file allocation table. so whenever you delete the file the entry for the file is removed from file allocation table. Still the data of that file that is in 0 and 1 will still be present there but it will have no means to retrieve. This is the main logic behind deleting file.
when you delete any file that file is placed in recycle bin means still the information of file is present) but when we delete that file from recycle bin all the information of that file is deleted and it cannot be restored.

Nowhere

The files aren't really deleted. All that happens is that the FAT (File Allocation Table - an index if you like) is updated to show that where the file was is now blank space.

With the correct software it is possible to recover the deleted file unless it has been overwritten by another file.
