If this is in the US, that person will have to register as a sexual offender, wherever they go. Since the victim is a minor, yes, that person will have to stay away from children as a condition of parole. Consult a lawyer if you want the most accurate information.

As for the sentences, not sure. Unfortunatelly, sex offenders tend to get leniency the first time around, and get released too quickly without much treatment. In the case of pedophiles, they don't get better most of the time-even with treatment- so maximum sentences would be better. Realistically, this does not happen, though so they are let loose to rape some other child. It is only when the press gets involved (after yet another innocent child is hurt) and embarasses the system that these offenders get put away for the maximum allowed.

It will depend what State you are in.

In Victoria, for example, this is dealt with in the Crimes Act 1958 but other states will have similar legislation.

I'm not sure what you call sexual battery. Battery is a form of non-consensual physical assault. In terms of permissible ages to have sexual intercourse where consent is present, that also varies from state to state but in Victoria the minimum age is 16 (or 10 if the other person is not more than 2 years older.)
