It depends on how wet. A sheet of water may on a painted surface may nake it appear lighter. But on the whole you are right. Reason is the way the water affects the light. Light when dry hits the object and the travels directly to your eye. You see it. Now when it is wet there is adropplet in the way.

Also with some materials like timber the grain opens up as it gets wet.

When the water molecules are absorbed by the material, it becomes denser and thus darker --- I think.
