when do the law starts that you will need a passport to leave the country?

Starting Jan 8th 2007 you will be required to have a passport this includes Canada, Mexico, Caribbean, S. America, Bermuda, San Juan Puerto Rico, etc.

If you are arriving before this date you will be fine to travel with the Birth Certificate/Drivers License. If not you will need a passport say for example going to Jamaica Jan 1st - 10th. You need a passport.

The passport centers are quite backed up with the new requirements so I would apply right away if you haven't already done so. If you don't receive it in time, you will need to expedite it and that can easily cost 60 - 75 dollars.

It's not the getting into Jamaica that's the problem, it's getting back into the US (if that's where you're from) that's the problem. You should be asking, can I get back into the US with just a birth certificate? Probably not. Jamaica and other countries follow the rules laid down by US. The airlines will also know these rules--they will not let you on the plane if you don't have a valid way of getting back into the country of origin.
