Get a different job and work smarter- decrease your debt- have your income be greater than your output-make your cost of living less- what can you cut back on or get rid of that will save or make you money?? Don't buy what you don't need. It is amazing what you can save knowing the difference between a want and a need. D

If you are working and not employed then I can see why you do not have enough money. It is not clear why you are working hard not explanatory enough. Now one can work 2 jobs or perhaps find a job with suitable pay options for you.

Start by reducing your debts. Look into a small buisness loan, or grant. Go back to school and continue your education. Brain storm and come up with some kind of brilliant idea, either for a new buisness or an invention or something.
