boys are considered as brothers, therefore not all brothers are priests. . . . . . . . . . .

If many fathers are brothers, and all brothers are priests, then the many fathers who are brothers must also be priests. The problem makes no statement about how many fathers are NOT priests. "C" is the correct answer.
