You need a server to put it on. Search the net for "free webspace" - there are many sites offering this service, and most of them also offer assistance in the form of FAQs about how to upload your site.

If you've already created your web site - you now need to buy yourself a domain name. Pick a name for your domain that is directly related to your website. For instance, if you have a web site about yourself, use your name; or if you have a web site about books, use a keyword directly related to your subject matter. Once you've purchased your domain name, now you need to find a place to "host" your web site. Once you find a hosting company that you like, you will then upload all your files onto the server of the hosting company which will make your web site "..so the whole world can see it".

HTML have nothing to do with that registration. you have to contact those people who provides you with some space on internet and provide you with a domain.
