I am in 3rd year HS in Southeast Asia with a GPA of 3.7 at most. I would like to major in business. What are the good colleges in NY particularly NYC (Cornell? Columbia? NYU?)

Columbia is by far the best university in NYC, but it focuses on the liberal arts and does not have a business major. One can, however, major in economics, but this is not the same as a business major.

Cornell is also an excellent university, but it is in upstate New York, not New York City. It does have several business majors:
Business - General
Hospitality Administration/Management
Hotel/Motel Management
Human Resources Management
Labor/Personnel Relations
Organizational Behavior Studies
Restaurant/Food Services Management

NYU is a good university, but not quite as good as Columbia and Cornell. However, it does get an astounding number of applicants, so admission is almost as difficult as Columbia and Cornell. It does have several business majors:

Accounting
Actuarial Science
Business - General
Business Administration/Management
Business/Managerial Economics
Finance/Banking
Hospitality Administration/Management
International Business
Organizational Behavior Studies
Real Estate
