At the heart of the HV power supply for a TV is the so-called Flyback (or Line-) Transformer. Read more at

It causes that very high "whistle" (about 16kHz) which you can hear on older TVs.
The high voltage (I think it is about 15,000 Volt) is needed to "throw" the electrons from the picture tube's cathode to the front of the glass where it hits the phosphor film and produce light dots.
