if you're in London, there is a bookshop in Covent Garden that sells loyalty free image books, there are lots with Victorian themes. They cost around £12 and each has lots of images in them. But the best thing is they are copyright free.

If you have a printer you could enlarge and copy these onto stencil plastic sheets then cut them out with an exacto knife(not every detail just the main shape/profile) or perhaps purchase custom stencils of victorian ladies
