What is Bush afraid of? I think this was one way for the Bush administration to resolve some issues. Bush's refusal to take up this debate indicates hidden agendas. Could this be a prelude to him attacking another country illegally and create more hevens for terrorists. It seems the universal law does not apply to the Bush administration.

It is a dilemma which involves us all. At present the EU are behind proposals for negotiation, since the US and Iran do not share diplomatic relations. The rejection of these proposals will almost certainly lead to a UN Security Council resolution, which will involve even more countries.
The US and Iran should be talking secretly, and probably are, but no government wants to set a precedent of being brought to the public table with a gun against their head.
There are mechanisms for discussion which can very constructively involve Russia, Turkey and other countries in the region without it being a mere two nation conference.
This is what Bush is trying to avoid because it would be doomed to breakdown and would possibly give Iran and its current leader more international status than warranted.

Because there's nothing to debate. Nejad is in CLEAR violation of the Nuclear Non-Proliferation Treaty. Most of the countries in the UN agree. What is there to debate? The UN is right, Nejad is wrong. Period.
