its becz of the following reasons

1. may be you are using the old version of MSN
2. May be the security in your system prevent you to doing so.
3. may be the ports you are using for incoming is blocked for files.
4. may be your service provider allows you only the texts or u can say Data only to send or Recive not the Heavy or Light files.
5. may be your ISP's firewall preventing you from this.

Check the User Settings and Accounts settings in the options Tab. Enable Allow only selected users to transfer files to me.
Also specify the MSN Recieved Files Folder option in My Documents. the files would be downloaded into that folder.

If its an exe file, ask the other person to zip it, because msn messenger wont allow exe transfers

put the firewall back where it was ... you are open to hackers at the moment

look in Options of MSN itself

if you are working from office, pls ask your IT administrator if he has blocked file transfer thru msh in your office's firewall, not your desktop firewall.
