From WAP you can only save those images to your mobile device that are permitted on that particular WAP site, you cannot save each and every image that you see over there. So be sure that the image you wanna save is permited to be saved.
And to save any image, highlight that image with your keypad (I'm sure you know how to browse with a mobile device) and then press your OK button, there will be an option there for "Save".
Save the image to the location you wanna save and then goto that location and set that image as your wallpaper.

Your question is a bit confusing especially the minibrowser part. If the images are already on your phone then they especially might have been set for only the minibrowser. If they are in the graphics in the gallery then you can from there, open them and 'set as wallpaper'.
