White blood cells have nothing to do with this they are sign of an inflammation somewhere in the body.
One testicle can produce enough of sperm cells for fertilization. To be sure have the sperm tested on any doctor/laboratory so you know.

Have him go and get a perm count done , that is the only way to find out. Prior to test have him wear loose fittings clothes, boxer shorts etc for about a week. Good luck
