i am not able to click onthe options(use blank etc)neither can i change the homepage the buttons are not being highlighted

U could try old technology kick the base unit....
Seriously try open9ing iexplore or equiv. offline - may work.
obviously something going on there- make sure you havent got loadsa stored pages n stuff n stuff clogging up your mem and harddrive - in other words have you done your maintenance?

If you are using windows xp then it might be the problem of your group policy editor. Let's see how to repair or check it.
just go to Run and then type "gpedit.msc" a windows will open now on left hand side just go to User Configuration/ Administrator Templates/ Windows component/ Internet Explorer/ Browser menus jsu click on broeser menus you will find a option named "Tools menu : Disable Internet option... menu option" just right click on it and then go to properties and check it, if it is enabled then disable it.
you will now able to find the "Internet option" on tools meu of your Internet Explorer browser.

maybe you're pc is infected with some kind of virus.
