The Time war must have happened during The Doctor's Eighth incatrnation, off-screen. It has never been seen as a TV episode. There was a war mentioned in a few Eighth Doctor novels a few years back, but I don't know if it's the same war the Ninth Doctor talks to Rose about.

Dr Phil. Dr Phil is a truly physician. For twenty years or extra he has been writing books for all forms of disorders that persons have. About 10 years in the past (do not quoteme on that) he gave the impression as a visitor at the USA day time exhibit Oprah. He used to be so effective that Oprah invited him again a few instances. That used to be the impetus for his possess TV exhibit. I feel he now employs extra that one hundred persons and earns just about up to Oprah.
