when someone manipulates or allows people to believe in something through words and gestures with wanting an overall result, they are not just doing it for fun but a final benefit.

Well I've done it to other people and it works but I don't just do it for fun, I do it so that I can dominate the world one day!

A strategic manipulator is a person who uses stratagem to manipulate the world. Unlike the average Joe, who manipulates the world threw his natural human instincts, the strategic manipulator consciously plans to gain a desired result.
