First, try reasoning with him. Let him know that the Socratic method is not really great for law students, and it's certainly not good for "youngsters" because the goal of lower education is to boost confidence. Picking on them is a horrible way to do this. If anything, it creates insecurity.

If that doesn't work, then go to his boss. If those efforts are in vain, you may want to consult the school board, which can do a series of evaluations. If they feel that the teacher is over the top, they can ultimately get rid of him. Tenure or no tenure.

Who says he is picking on youngsters? My daughter was talking nonstop in class recently and she got into trouble. She told me it was because she was being picked on by the teacher. However, I'm an experienced mother whose often in the school and I have never seen a teacher pick on a kid. Most of them are too professional, too busy and just want to get on with the job.
In today's climate I think all classes should be covered by cctv cameras. In that way, if there are problems, we should be able to see them clearly.
If you really feel there is a problem, consult the head. They should investigate.

Have a quiet word, threaten the teacher that if you see him picking on a youngster, you'll bring down your cousins to smack him in the mouth. Or tell him you'll write their details down on every toilet wall you come across. You could always video tape it and email it to the parents and governors.
