Hamas were voted into government because of a public backlash against the corruption of the last Fatah administration. The security forces are predominately Fatah supporters. When Hamas came to power the international community cut off financial aid and as a result the security forces are not being paid properly which brought them onto the streets. Hamas responded by sending their militias to quell the protest.

Lack of knowledge of who their real enemy is. HAMAS accuses the FATAH for collaborating with Israel. Both organizations need to get along and work for their people if they wanna make Palestine a better place for their Arab people and draw a line for Israel.
