The poverty rate is only what each country deems to be the point where people would have to be considered "poor". Comparing that will be no help in finding out whether there are more people living in what a reasonable person might consider poverty.
But I've lived in all three countries, and I can tell you this:
Compared to Germany and France, the US are awash with poor people. You will not see genuine street people in Germany or France. You will see con-artists and beggars, but they are going home in the evenings, not sleeping rough.
There are generous welfare systems in place to help people live in dignity in Europe, albeit paid for through the nose by the tax payer - we're talking about 50% deductions for most working people to finance the lifestyle of those who cannot fend for themselves. Still, you'll see that most Europeans would rather have that than homeless people.
I guess that might answer it for you?
