2) go around to local vet clinics and encourage them to contribute to the community by spaying and neutering stray cats and dogs
3) organize animal refuge and rescue centers where stray and homeless animals may be taken, treated and kept for adoption

I have just returned from Mumbai and I can tell you that stray animals is the least of their problems, they need to sort out the human problems before they should worry about animals.

Any spare money these poor people have should be spent on providing better conditions for the people of this poor country.

You would need a pound the size of a large town to house all the strays, I hate to say it but culling is the only way to go and owning a cow is seen as a status symbol and not a problem

EVERYONE in India MUST adopt an animal, this will make Vishnu happy, Vishnu sees a lot of Indians that claim to care for animals by not eating them (vegetarians), yet they don't adopt dogs or esp. cats!
