By increasing awareness about the benefits of insurance and the consequences of not having insurance.
Legislation may not be the answer, but limited tax sops from the government could help, as also the insurance companies forming a body (could be a regulatory body) to show that in spite of competing with each other, the insurance fraternity is one, this will help build customer confidence which has eroded over the many malpractices and wrong presentations by the insurance companies.
