I'd probably give my Congressman an 8.5 (down from 9.5 some years ago -- he's been doing a song-and-dance routine on illegal immigration lately that is uncharacteristic of his fairly straightforward past), and my Senators (Boxer and Feinstein) a 6 and 7 respectively.
Personally, I'm not sure I'd want them to score a 10. Most aspects of the job require some poker-playing skills. (Pres. Carter was, during his term, somewhere around a 10, and he got worked over pretty bad.)
You ask -- you have a lot of questions! -- whether Congress is policing itself with "the vigor necessary to maintain the public trust." Well, it would be weird if it did. The courts and the executive are supposed to "police" the legislature; the legislature polices them in return. The nation's forefathers never expected Congress to be very well behaved -- it's pretty much set up to be a vicious nest of vipers that rarely gets anything done unless an issue is so compelling that all the vipers decide they have to work together. There was a lot of concern in those formative early years over things like "tyranny of the majority," and the Congress we have today is pretty much the result of those early attempts to prevent sweeping legislative abuse.
As for the GOP and Foley -- well, fallout happens. I think they've handled it better than the Democrats would have. (Democrats seldom resign over things like this, and seldom encourage each other to do so. The GOP's been okay -- not great, but okay -- on the Foley thing.) I think some of the fallout is unfair to the party, but the Democrats had their turn with the Condit-Levy bit, so this seems to be par for the course.

My Congressman gets a 9. He's always responded personally to any serious questions I've thrown at him. He publicly endorses all the views on which he campaigned.
No, the Republican party is not suffering unjustly. If there was any cover up, those involved should resign or be voted out. BUT the same should be true around the board. I remember a certain prominent member of the other party who had a thing for young girls. This gentleman had actual sexual contact (some consensual, some not) and, when caught, denied it. Then later he admitted it. Never did he resign. Never was the whole DFL investigated for cover up. The suffering is not unjust; it is the consequence of the action. It is, however, asymmetrical compared to worse situations in the last administration.

Senators John Kyl and Senator Jon McCaine are good trustworthy men who work for the state of AZ and the best interests of this country. They should not be tarred by the same stick as someone who is a obviously been corrupted by his position of power.
THe Republican party in general is not doing this sort of thing. 99% of Republicans are not sex predators.
Corruption however really is not about Republican or Democrat ( although personally I have seen more corruption in Democrats due to their affiliations with the mob etc. )
Corruption comes from power, therefore it can affect any person or side which comes to power. It is about power and control, not about which party you are on. Historically all politicians CAN have this happen to them, they must be strong enough to resist it, as it is a temptation that comes with the territory. I am talking about corruption and the improper use of power, not any particular vice.
